The purpose of the Associate Athletics Director for Compliance job is to ensure that the University assets are protected through applicable external and internal regulations.
Duties and Responsibilities
Day-to-Day NCAA, Sun Belt and University Compliance Oversight.
Provide leadership in the university's efforts to maintain institutional control by developing systems that protect and assist coaches, student-athletes, the Athletic Department, and the university in following the rules. Systems must be implemented in all areas of the NCAA Operating Bylaws: ethical conduct, personnel, amateurism, recruiting, eligibility, financial aid, benefits, and playing and practice seasons .Continually monitor, audit, evaluate, and seek to improve compliance systems and those who utilize them to ensure accuracy and efficiency. Serve as a liaison to the Student-Athlete Advisory Committee.
Serve as the university's primary liaison in the area of NCAA legislation and governance. Provide feedback to the NCAA and conference offices on proposed legislation. Ensure that university constituents are aware of new NCAA, conference, State of Louisiana, and UL-System legislation and policies related to athletics. Develop and direct the implementation of specific procedures to ensure compliance with new legislation and policies.
Review Athletic Department strategic plans for potential compliance conflicts and/or issues .Make recommendations to the President and Director of Athletics to correct those issues.
Provide leadership in the eligibility certification process for freshmen, transfers, continuing student-athletes, and international student-athletes, including certification of NCAA academic and amateurism requirements. Work closely with the, Certification Officer, Faculty Athletics Representative, and the Director of Student-Athlete Academic Support Services to ensure that appropriate systems and checks and balances are in place to ensure accurate certification of eligibility.
Create and implement annual comprehensive rules education and monitoring plans.
Ensure that preseason NCAA Certification meetings are conducted for each sport. Ensure that all NCAA, conference, ULM, and institutional compliance documents are completed and reviewed appropriately .Ensure that student-athletes are provided rules education on NCAA rules and institutional policies.
Continually update and disseminate the ULM Athletic Compliance Policies and Procedures Manual.
Create ULM Compliance Annual Report and present to the University Athletic Academic Advisory Committee (UAAAC) and Athletic Department executive staff.

Compliance Education:
Foster a commitment to compliance by ensuring that ULM has a comprehensive rules education program for coaches, student-athletes, Athletic Department staff, and university constituents to ensure they receive a strong understanding of the rules.
Oversee rules education and legislative updates at Athletic Department all-staff meetings, executive staff meetings, senior staff meetings, head coaches' meetings, UAAAC meetings, and regular meetings with each individual coaching staff and Athletic Department units.
Keep abreast of NCAA, conference, ULM, State of Louisiana, and institutional rules, regulations, interpretations, and policy.
Compliance Interpretation:
Provide leadership to the university and all of its constituents by serving as the university's ultimate liaison for interpretations regarding NCAA and conference rules and policies.
Assist constituents in accomplishing their goals within the rules by conducting research and serving as the primary liaison to the NCAA national and conference offices regarding rules interpretations.
Maintain an open door/open access policy whereby coaches, staff, and other constituents are able to seek rules interpretations from the Compliance Office before they act.
Compliance Enforcement:
Lead the university's efforts to investigate and self-report violations of NCAA and conference rules. Investigate allegations of potential rules violations, review facts and case precedent, and serve as the university's liaison to the NCAA and conference office to determine whether violation occurred and appropriate penalties to impose .Self-report all violations of NCAA and conference rules to the NCAA and/or conference office. Ensure that penalties have been satisfied.
Create an environment where allegations, investigations, and self-reports can be processed in a prompt fashion and comfortably discussed in a confidential manner.
Serve as Athletic Department's lead for submission of waivers of NCAA and conference rules, including medical hardship waivers, initial eligibility waivers, progress-toward-degree waivers, and SLR waivers .Gather and review facts and case precedent to determine whether to file waivers. Serve as the university's liaison with the NCAA and conference office regarding all waiver requests .Submit APR adjustments and penalty waivers.
Support the President and Director of Athletics:
Serve on the Director of Athletics' senior staff to plan, implement, support, and review annual initiatives for Athletic Department.
Assist the President and Director of Athletics with special projects as deemed necessary.
Assist and advise in any matter requested as deemed necessary.
Complete and submit required conference and NCAA reports including Certification of Compliance and Sports Sponsorship Report.
General Responsibilities:
Hire, supervise, direct, and evaluate Graduate Assistant and Intern.
Represent positively ULM and Athletic Department in the community.
Oversight of athletic operations through the activities of Office of Athletic Academics, Financial Aid.
Review and provide input on personnel matters and provide input to Director of Athletics in evaluation of head coaches.
Support university initiatives and participate on committees to develop campus relations.
Serve as advocate for the needs and interests of student-athletes within the Athletic Department, campus, and community.

Minimum Qualifications
Experience and Education:
Bachelor's degree.
Two years of management experience.
Four or more years of NCAA compliance experience.
Preferred Qualifications:
At least four years of experience in intercollegiate athletics, with some experience at an NCAA Division I-FBS institution.
Master's degree or Juris Doctorate preferred
Experience with overseeing NCAA rules interpretations and education.
Experience with recruiting software (e.g. JumpForward).
