To lead the Athletic Department's internal compliance efforts, serving as a liaison between the university and academics. This role combines responsibility for roster management, NIL / revenue-share coordination, and day-to-day logistics with oversight of NCAA compliance to ensure that University assets are protected through applicable external and internal regulations.
Duties and Responsibilities
Direct reporting to the University President serving as the lead on-campus compliance administrator, working with university stakeholders and third-party (Fortify, if applicable).
Working with each team’s general manager or recruiting manager to oversee all areas of roster management, including Title IX, revenue share, roster management, recruiting visits, and ensuring compliant and efficient roster coordination.
Act as a vital connection between the coaching staff and athletic and university departments in relaying information, working with Deputy Athletic Director and academics on matters of housing, financial aid, and other necessary areas of coordination.
Implement plans, policies, procedures, and programs that comply with the University of Louisiana System, university, conference, and NCAA rules and regulations, as well as applicable state and federal laws.
Write, coordinate, approve, in tandem with campus general counsel and athletics staff applicable player contracts to ensure university and athlete protections, as well as ensure compliant and legal with all applicable NCAA and state laws.
Assist the Athletics Chief of Staff, Athletic Director, Deputy AD on coach and personnel contracts .
Provide leadership in the university's efforts to maintain institutional control by developing systems that protect and assist coaches, student-athletes, the Athletic Department, and the university in following the rules across all areas of the NCAA Operating Bylaws: ethical conduct, personnel, amateurism, recruiting, eligibility, financial aid, benefits, and playing and practice seasons.
Continually monitor, audit, evaluate, and seek to improve compliance systems and those who use them to ensure accuracy and efficiency. Coordinate with Compliance director or lead with Fortify to maintain monitoring plan for athletic teams.
Serve as a liaison in the area of NCAA legislation and governance, provide feedback to the NCAA and conference offices on proposed legislation, and ensure university constituents are aware of new NCAA, conference, State of Louisiana, and UL-System legislation and policies related to athletics.
Oversee the allocation of grant-in-aid awards to ensure that NCAA institutional and individual financial aid limits are adhered to.
Work with Fortify or applicable director to provide rules education and legislative updates at Athletic Department all-staff meetings, executive and senior staff meetings, head coaches' meetings, and regular meetings with individual coaching staffs and Athletic Department units; foster a commitment to compliance by maintaining a comprehensive rules education program for coaches, student-athletes, Athletic Department staff.

Keep abreast of NCAA, conference, ULM, State of Louisiana, and institutional rules, regulations, interpretations, and policy.
Maintain an open-door / open-access policy whereby coaches, staff, and other constituents can seek rules interpretations from the Compliance Office before they act.
Lead internal university's efforts to investigate and self-report violations of NCAA and conference rules, review facts and case precedent, determine whether a violation occurred and the appropriate penalties, and ensure penalties have been satisfied.
Internally manage submission of waivers of NCAA and conference rules, including medical hardship, initial eligibility, progress-toward-degree, and waivers, and serve as a liaison with the NCAA/Sun Belt offices regarding waiver requests and other compliance matters.

Minimum Qualifications
Bachelor's degree required; advanced degree (Master's or Juris Doctorate) preferred.
Two or more years of relevant experience.
Demonstrated working knowledge of NCAA rules and regulations.
Proven history of excellent administrative and financial management skills.
Excellent written/verbal communication skills and ability to work effectively with groups.
Ability to plan and execute plans.

Supplemental Information
At least three years' experience in intercollegiate athletics.
