The UC San Diego Office of Ethics & Compliance (OEC) serves as an independent, objective internal resource responsible for coordinating and monitoring the University's ethics, compliance and enterprise risk activities. Our goal is to help the University fulfill its responsibilities to the people of California, protect the well-being of the institution and advance our educational mission by deterring misconduct and promoting honest, ethical conduct in which applicable laws, rules and regulations are followed and the public trust is maintained. OEC reports to the Chancellor and provides senior leaders with a cross-functional emerging view of risks, leading to more informed strategic decisions, better allocation of resources and stronger governance practices.
UC San Diego Athletics sponsors a broad-based program of 23 National Collegiate Athletic Association (NCAA) Division I sports, with approximately 600 student-athletes. The sport athletics program is subject to NCAA regulations and must demonstrate compliance to Title IX which is recorded in the Equity in Athletics Disclosure Act (EADA) annual report to the Department of Education.
Reporting to the UC San Diego Chief Ethics & Compliance Officer, the Executive Director, Athletics Compliance provides leadership and oversight for UC San Diego’s NCAA DI compliance program. Under minimal direction from the Chief Ethics and Compliance Officer (CECO), the incumbent ensures that UC San Diego Athletics Compliance program is consistent with NCAA rules and regulations; UC and UC San Diego ethical principles and core values; applicable Federal and State laws and regulations; and University policies and procedures. Additionally, the incumbent oversees compliance with training mandates, promotes of a culture of compliance, and promotes an ethical culture throughout the Athletics Program. The Executive Director, Athletics Compliance reports to the CECO with dotted line reporting to the Athletics Director.

The incumbent is responsible for the UC San Diego NCAA Compliance Program on behalf of the institution and for conducting an annual Athletics Compliance risk assessment, developing an annual Athletics Compliance work plan, and implementing the work plan as part of running a full-scale compliance program. The incumbent will chair the Athletics Compliance Committee, which reports to the Compliance, Audit, Risk, and Ethics Committee. The position protects the program’s reputation through compliance with all relevant rules and regulations. The position ensures that UC San Diego maintains full compliance with NCAA rules and regulations relating to institutional control and eligibility, student eligibility and federal and state laws regarding gender equity/ Title IX, financial aid, and other compliance matters applicable to Athletics and the University. The incumbent will ensure accurate completion of all required Athletics Compliance reporting to the appropriate regulatory bodies.
The incumbent implements comprehensive compliance training and programming that impacts all levels of the University’s Athletics Program while demonstrating a high level of management skill, leadership ability, political acumen, and specialized knowledge of NCAA, conference and University issues, rules, and dynamics.
While reporting to the Chief Ethics and Compliance Officer, this position will interact and engage extensively with Athletics and will be in daily communication with Athletics Leadership, administrators, coaches and scholar-athletes. The incumbent will support an organizational culture that aligns with UC San Diego Athletics’ core values and strategic directions. The incumbent will follow the athletic philosophy consistent with the UC San Diego Athletic Department and NCAA, and demonstrates a strong commitment to diversity. Bachelor's degree in a related area with a minimum of 5 years experience in Division 1 collegiate athletics and/or equivalent experience/training required. Master's degree preferred.
Has broad and thorough knowledge of the compliance and ethics profession, theories, and standards. Must maintain current knowledge of applicable rules and standards of the affiliated athletic conference, the National Collegiate Athletic Association (NCAA) or National Association of Intercollegiate Athletics (NAIA), as well as other associations and agencies to which the campus adheres, and, at all times avoid any and all violations of these rules and standards. Superior knowledge of the structure of athletic associations and their rules and regulations, including the National Collegiate Athletic Association (NCAA) at a DI level. Experience in the Big West Conference, Western Water Polo Association (WWPA), Pacific Collegiate Swim & Dive Conference (PCSC), or like conferences.
Ability to supervise compliance area(s) as part of a compliance and ethics programs. Senior management skills, including organization, problem-solving, negotiation, decision-making, research, analysis, interpersonal and motivational skills, and the ability to effectively delegate responsibilities. In-depth abilities in collaboration, facilitation, and strategic and creative thinking. Original thinking for analysis, evaluation, development of ideas, negotiation and reasoning. Ability to anticipate compliance and budgetary trends, anticipate problems, and develop cogent plans that apply to the department-wide vision.
Ability to demonstrate professional judgment in the supervision of projects and staff. *Excellent interpersonal and problem-solving skills to work independently with all levels of University personnel, including staff and coaches, and to facilitate agreement on issues and corrective actions. Strong interpersonal skills and ability to work effectively with a diverse client group. Knowledge of, or ability to quickly acquire knowledge of, financial aid processes and database management in order to accurately assess student-athlete's overall financial aid packages and verify NCAA compliance. Professional knowledge of the philosophy and objectives of NCAA athletics programs, particularly for Divisions II. Professional knowledge of NCAA Division II rules and regulations related to academic eligibility, recruiting, amateurism, playing and practice seasons, and financial aid, among others.
Intermediate computer application skills in programs relevant to job duties Experience using and evaluating new technologies in the athletics administration and management industry such as CA, LSDBi and ARMS.
Demonstrated integrity and commitment to academic excellence. Ability to maintain confidentiality in all matters, with a strong sense of ethical conduct, fairness, cooperation, civility, mutual respect and professionalism.
Demonstrated ability to advise and counsel coaches, staff, student-athletes, and other university departments and personnel on NCAA Division I rules and regulations.
Ability to develop, implement and disseminate training materials with a broad understanding of NCAA policies and the best practices issues in the field of athletic compliance, while effectively tailoring materials to respective audiences (student-athletes, coaches, parents, faculty, alumni, donors), utilizing varied styles of presentation, including oral, visual, written and interactive.
Proven ability to provide critical analysis, using sound judgment with realistic expectations for alumni prospects and donors.
Ability to maintain confidentiality and be discrete. Commitment to principles of due process, fairness and respect. Ability to maintain neutrality in the face of resistance, indifference or hostility.
Political acumen to work in an executive-level environment.
Must participate in the DMV Pull program and maintain a clean DMV record.

Pay Transparency Act
Annual Full Pay Range: $87,000 - $202,600 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $41.67 - $97.03
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
