PAY BAND B DUTIES AND RESPONSIBILITIES:
*Serves as Human Resource (HR) Specialist working in conjunction with the Chief Human Resource Specialist for the UHM Athletics Department, providing technical advisement to staff and Athletics administration.
*Responsible for all aspects of HR management and administration including, but not limited to, classification/compensation, recruitment and selection, onboarding, leaves, labor relations, payroll, and employee benefits.
*Monitors and manages the execution of coaches' employment agreements for all sports in conjunction with the Athletics Director.
*Manages internal position control file and manages related documents for classification, abolishment, and extensions.
*Advises and interprets HR statutes, union contracts, University policies and procedures, EEO guidelines, etc. for administration and seeks further interpretation from campus HR, General Counsel's Office, EEO Office or other departments as needed.
*Drafts and prepares actions memorandums to appropriate parties for various HR related actions.
*Orientates new hires on terms of employment, benefits, policies, compensation, relocation, etc.
*Prepares H-1B and O-1 visa requests and extensions. Provides general guidance to Athletics administration.
*Reviews, approves and processes student assistants and casual hire timesheets accurately.
*Manages assigned camps and clinics hires and ensures camp directors are in compliance with University, NCAA, and departmental policies and procedures.
*Manages the Supplemental Agreement (SUP) between UHM Athletics & HGEA Unit 8 employees (i.e. stipend payments, compensatory time, timesheet management, summary reports, etc.) and addresses questions and concerns.
*Assists Fiscal Authority with reports and/or projections for personnel expenditures for the department (i.e. collective bargaining increases, benefit changes, stipends, overtime, etc.).
*Trains, coordinates and educates employees on human resource policies, procedures and benefits.
*Monitors employee performance appraisal/evaluation programs for executives, APT, civil service and coaches. Trains department personnel and assists in identifying potential performance issues and addresses with supervisor in determining appropriate action plan.
*Prepares and updates organization charts and functional statements according to established policies and guidelines, including reorganization requests.
Responds to Open Records requests in accordance with Freedom of Information Act and State Statute Chapter 92F and consults with the University General Counsel as necessary.
* Prepares and reviews claims for worker's compensation and temporary disability.
*Administers benefit programs for eligible employees.
*Responds to unemployment insurance claims and represents UHMAD at appeal hearings.
*Administers the Unit 01 Random Drug Testing program.
*Conducts fact-finding investigations on informal/formal complaints/grievances relating to personnel matters. Interviews witnesses, prepares fact finding reports, recommends disciplinary action or remedies as appropriate.
*Attends training sessions to keep abreast and updated on current trends and information related to human resources management.
*Serves or act on behalf of Chief Human Resource Specialist for the Athletics Department.
*Maintains a collaborative and positive working relationships with administrators, coaches, student-athletes, vendors, and other college offices, and appropriate relationships with members of the media, donors, & other individuals interested in the sports programs.
*Maintains confidentiality to include but not limited to information, files and records that the incumbent may obtain or possess, in accordance with federal and state laws and University of Hawaii policies.
*Knows, recognizes, and complies with the laws, policies, rules, and regulations governing the University of Hawaii and its employees, and the rules of the NCAA and affiliated conferences as now constituted or as may be amended in the future. Immediately advises the Director of Athletics or designee if there is reasonable cause to believe violations, whether by employees or students, have occurred or will occur.

Minimum Qualifications for Pay Band B:
Possession of a baccalaureate degree in human resources management, business administration, education, public administration or related field and 4 year(s) of progressively responsible professional experience with responsibilities for human resources administration; or any equivalent education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Considerable working knowledge of principles, practices and techniques in the area of human resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resource management.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing software and spreadsheet software.

Working knowledge of human resources database management such as PeopleSoft.
Experience processing documentation for foreign hires.

*Generates, reviews and audits all personnel actions and executes payroll documents.

*Assists in interpreting union contractual provision, University and Board policies, rules and regulations and provide factual information.
*Ensures the content and maintenance of personnel records are in conformance and compliance with university and State requirements. Constructs timely follow up for required documents.
