The Associate Registrar of Transfer Innovation and Certifications will lead the Office of the Registrar in its efforts to comply with policies and procedures related to the United States Department of Veterans Affairs (VA), the National Collegiate Athletics Association (NCAA), and the Family Educational Rights and Privacy Act (FERPA). This position will oversee the domestic and international transfer evaluation/articulation process for the university. Successful candidates must: demonstrate an ability to create new and effective processes for athletic compliance and transfer articulation; build and lead a team of professionals who carry out the aforementioned functional areas within the Office of the Registrar; generate and maintain campus-wide partnerships with key stakeholders; and possess thorough knowledge of state, federal, and organizational policy.
Manages and leads a team of professional staff who support the transfer articulation and compliance/eligibility processes in the Office of the Registrar; hire and train staff effectively to carry out functional areas of oversight. Collaborates with campus stakeholders including University of Utah Athletics, the Academic Center, the Veteran Support Center, the Office of Financial Aid and Scholarships, and the Office of Admissions. Serves as primary or secondary certification and eligibility officer for the following functional areas: University of Utah Athletics: Leads team efforts to evaluate continuing Student Athlete eligibility processes adhering to the NCAA compliance standards; responsible for the submission of annual and biannual data reports required by the NCAA; supports University of Utah Athletics in varying capacities related to Student Athlete success and the provision of data sets used for strategic decision making. Veterans Support Center:Leads team efforts to ensure the University of Utah is compliant with VA policies and Federal regulations; supports the Veterans Support Center in capacities related to Student Veteran success, benefits eligibility, and data sets used for strategic decision making. Leads team efforts to establish and maintain effective domestic/international transfer evaluation and articulation processes; utilize various software and computer systems to carry out transfer articulation/evaluation processes in a fast-paced environment; ensures transfer credit evaluation is consistent and accurate for students; collaborates with campus partners to evaluate and process transfer credit. Possess a thorough understanding of the policies and procedures established by FERPA.
Bachelor’s Degree in a related area, or equivalency (one year of education can be substituted for two years of related work experience); five years of experience; and a working knowledge of Registrar functions; including but not limited to: student information systems, degree audit, veteran services, NCAA athletic certification, registration & records management, graduation certification, transcript & verification, class & event scheduling; and staff management, supervisory, critical thinking and problem solving skills required.Master’s Degree is preferred, has a working knowledge of registrar functions within a university setting and an ability to learn, interpret and apply state and university-specific polices, rules, etc.Applicants must demonstrate the potential ability to perform the essential functions of the job as outlined in the position description.
Master’s degree in higher education, business administration, public policy, or equivalent Demonstrated leadership, supervisory, management, and staff development skills related to professional staff supervision and success. A proven track record of business process improvement and managing change. Ability to understand and evaluate complex technical systems and issues to design for new and emerging processes. Ability to interpret and comply with complex regulations and policies and to create business practices and influence policies and procedures in order to effectively to support compliance. Excellent organizational, analytical, and administrative skills are essential along with the ability to effectively communicate orally and in writing to various constituencies. Must be able to work across institutional departments, demonstrate success in prior positions, and exhibit a proven commitment to diversity, equity, inclusion and belonging. Ability to devise, recommend and implement innovative solutions to build capacity to serve these areas and affiliated stakeholders. A strong understanding of current laws, regulations, and procedures as related to academic record keeping is required. Ability to collect, analyze, and report data that informs the way that unit practices, university procedures, and policies impact student success and use this data to inform strategies for improvement across all functional areas.
